City leaders in Lemon Grove are optimistic that their pick for interim city manager will guide them during a transitional time for the city.
Tony Winney’s $215,000 employment contract was unanimously approved by the City Council last month. He is expected to hold the position for about six months as the city works with a consultant to find someone to fill the role permanently.
“During this transition period, my focus is going to be steadying the ship,” Winney, 52, said.
The position opened when council members decided not to renew former City Manager Lydia Romero’s contract at the start of the year. She was the city’s top administrator for over 10 years.
“She did an incredible job,” Mayor Alysson Snow said.
Snow commended Romero for steadying Lemon Grove’s finances, despite starting during “rocky times” for the city.
Since Romero’s departure, city leaders met in closed session to consider candidates for the interim position.
“Tony Winney has done everything,” Councilmember Seth Smith said.
Winney has served as interim deputy city manager of Rancho Cucamonga since February 2025, and previously served as assistant city manager for Coronado and National City.
Councilmember Jessyka Heredia said his experience “checked all the boxes” of the perfect candidate for the position.
Winney is stepping in at a key time for city operations, with the budget process for the upcoming fiscal year kicking off soon.
The city manager plays a key role by helping city staff develop a budget proposal that aligns with the council’s goals while maintaining fiscal responsibility.
Winney said his priorities as interim city manager include supporting staff and “steadying operations.”
His first day on the job is Monday, according to his employment agreement.
