The Senior Mobility Program, which facilitates transportation for older adults to vital destinations such as medical appointments and grocery shopping, is reportedly facing financial challenges. Currently, staff are seeking ways to continue funding this essential service through June, as well as for FY 2026-27, with proposed savings potentially reaching $160,000. Since the onset of COVID-19, program usage has declined, and while the city initially managed to allocate excess funds from the Orange County Transportation Authority (OCTA) during the pandemic, there are now concerns about sustaining service levels.
In 2015, the program recorded 14,627 one-way rides, with over 11,000 rides dedicated to medical and nutrition purposes, including trips to the community center for lunches provided five days a week. Alarmingly, data shows that just 10% of participants accounted for half of the rides, leaving uncertainties about the program’s reach and efficiency.
Staff proposals to control costs include capping the number of monthly trips (initially set at 30 round-trip trips), restricting the distance for medical trips to within 10 miles—potentially limiting access to facilities such as Kaiser Irvine—and introducing a $2 co-pay for many one-way trips. While these measures aim to address financial strain, they raise questions about the potential impact on seniors reliant on this service.
