Gov. Newsom’s redistricting proposal faces opposition from California Republicans. Newsom characterized this proposal as a way of combating similar efforts in Texas.
SACRAMENTO, Calif. — California is about two weeks away from a special election that could temporarily redraw the state’s congressional lines ahead of the 2026 midterm election.
The special election has drawn national attention, as Governor Gavin Newsom has framed it as California’s way to “fight fire with fire,” given the Texas Legislature efforts to redraw their Congressional maps to favor the GOP. Critics, like the California Republican Party, have called it a “power grab.”
With ballots already being returned, both the “Yes on Proposition 50” and “No on Proposition 50” campaigns are ramping up efforts as Election Day approaches on Nov. 4.
With there still being time for people to cast their ballots, here are the nine Congressional districts that the new districts could most impact.
District 1 – Doug LaMalfa
LaMalfa represents an area north of Sacramento encompassing Chico and Redding. He has been serving in Congress since 2013. He has served in both the California State Assembly and Senate.


District 3 – Kevin Kiley
Kiley represents a wide district that stretches from Roseville to parts of Lake Tahoe and down to Death Valley. He has been serving in Congress since 2023.


District 5 – Tom McClintock
McClintock’s district is just east of Sacramento and stretches from El Dorado Hills to areas south of Fresno. He served California’s District 4 from 2009-2023 and has served District 5 since 2023.


District 20 – Vince Fong
Fong represents an area of the Central Valley that goes from around Clovis to just north of Lancaster. Fong has been serving in Congress since May 2024, after winning a special election to replace Rep. Kevin McCarthy.


District 22 – David Valadao
Valadao represents parts of the Central Valley that stretch from Hanford to parts of Bakersfield. He served in Congress from 2013 to 2019 and was reelected in 2021.


District 23 – Jay Obernolte
Obernolte’s district is east of Los Angeles and encompasses part of Riverside and cities such as Victorville and Barstow. He has been serving in Congress since 2021.


District 40 – Young Kim
Kim’s district primarily includes areas of Orange County, including Tustin, stretching south to Aliso Viejo. She has been serving in Congress since 2021.


District 41 – Ken Calvert
Calvert’s district encompasses the Riverside area, including the areas south of Corona to just north of Murrieta. He has been serving in Congress since 1993.


District 48 – Darrell Issa
Issa’s district is east of San Diego, stretching south from Murrieta to the state’s border. He served in Congress from 2001 to 2019 and returned to office in 2021.
