The Fullerton City Council will conduct a public hearing on November 4, 2025, at 5:30 p.m. regarding a Mills Act Contract for the historic property at 229 North Cornell Avenue. The council meeting will take place in the Council Chamber, located at 303 West Commonwealth Avenue, and is open to public attendance.

The Mills Act allows property owners of historic sites to enter into contracts with the City in exchange for property tax reductions, provided they commit to the preservation and rehabilitation of their properties. The Fullerton City Council established a Mills Act Program in April 2020 to facilitate this initiative.

Public participation is encouraged, with options to attend in person, watch the live stream on the City’s website, or provide comments remotely via phone or smart device. Limited in-person seating will be available on a first-come, first-served basis.

For those with questions or wishing to submit comments before the meeting, contact Benjamin Koff at the Community and Economic Development Department at (714) 738-6863 or via email at Benjamin.Koff@cityoffullerton.com. More information about the project will be accessible on the City’s website 72 hours prior to the hearing.

In accordance with legal requirements, those who wish to contest the City Council’s decision in court should raise their issues during the public hearing or in written correspondence prior to the meeting.

For assistance in Spanish, David Lopez can be reached at (714) 738-6878.
