BAKERSFIELD, Calif. (KBAK/KBFX) — Delano Mayor Salvador Solorio-Ruiz’s proposed policy, the “Community First Ordinance,” did not pass.
Solorio-Ruiz said the measure would not stop U.S. Immigration and Customs Enforcement from entering Delano, but it would set limits on certain actions, including access to private spaces and the use of city property.

The Delano City Council vote was scheduled for March 16. The policy did not pass on a 3–2 vote.
In a social media post, Solorio-Ruiz said in part, “While I am disappointed and disheartened, my hope remains the same: that we continue building a city where our immigrant community feels seen, valued, and supported. Whether that is hosting Know Your Rights trainings, connecting families to trusted resources or creating spaces for honest conversations.”
