ORANGE, CA – March 24, 2026 – The Allegro Coalition, a group of concerned residents and advocates, has formally notified the Orange City Council, the Orange County District Attorney’s Public Integrity Unit, and the California Attorney General’s Office of systemic public corruption and misappropriation of public funds within the City of Orange.
Evidence submitted to the City Council on March 23, 2026, documents a pattern of “phantom billing” and fraudulent financial disclosures involving former Interim City Attorney Wayne W. Winthers and Senior Legal Assistant Gaby Sevilla.
Due to the nature of the evidence and the history of the parties involved, the Allegro Coalition is withholding direct contact information and the names of individual members at this time, citing significant concerns for physical safety and potential retaliation.
Key Allegations Submitted for Public Record:
Documented Payroll Fraud: Certified City records show 9-hour workdays signed and certified as complete at 9:07 AM—a physical impossibility subsequently approved by City leadership.
Perjury and Financial Concealment: Evidence of a fraudulent Form 700 (Statement of Economic Interests) where the filer claimed “No Reportable Interests” while concurrently serving as a Successor Trustee for a multi-million dollar private family trust.
The “Shadow Law Firm”: Allegations that City Hall resources and personnel were utilized to operate an unlicensed private law practice while bypassing local business taxes and professional regulations.
Budgetary Malfeasance: A formal objection has been filed against Item 3.1 (Mid-Year Budget Status Update) on tonight’s agenda, asserting that the current budget is compromised by these documented thefts of public time.
“This is a defining moment for the City of Orange,” said a representative for the Allegro Coalition. “In the wake of the ethics scandal surrounding OC Supervisor Andrew Do, the public is no longer in a forgiving mood. This is a test of whether the City Council will protect the powerfully connected or the marginalized citizens they are entrusted to serve.
