
Police detectives on Thursday arrested a Sacramento man suspected of installing hidden cameras in women’s restrooms at two parks in Elk Grove.
The 37-year-old Sacramento man was arrested on suspicion of three counts of eavesdropping, a felony charge, along with 12 counts of misdemeanor photographing or videotaping an undressed person in a private area, jail records show.
He was booked at the Rio Cosumnes Correctional Center near Elk Grove and deemed ineligible for bail. He is scheduled to appear for his arraignment hearing Monday in Sacramento Superior Court.
On March 5, detectives were notified of hidden cameras discovered in the women’s restroom toilets at two parks: Elk Grove Regional Park and Jan Rau Park, the Elk Grove Police Department announced Thursday afternoon in a news release.
Police said a Cosumnes Community Services District employee found one of the cameras, and a resident found the other camera. Officers and Cosumnes parks staff searched all park restrooms throughout Elk Grove, and they didn’t find any additional cameras.
Cosumnes parks increased awareness about the cameras found among staff as well as contractors and continued daily inspections for park facilities in coordination with police.
The Police Department reviewed video from a park security camera and a traffic camera in the area and discovered the same vehicle at each location where the hidden cameras were found.
Investigators used automated license plate reader data to identify the vehicle’s license plate, and a previous call to police in which the suspect had been identified. Police said the detectives confirmed the Sacramento man, who was later arrested, was the suspect.
Detectives obtained a search warrant and collected digital evidence from the suspect’s Sacramento home. Police said investigator reviewed additional video and learned the suspect had placed hidden cameras in at least two other parks.
Investigators believe the additional hidden cameras might have been placed at Kloss Park and Zimbelman Park.
Detectives also discovered that the suspect had altered his appearance on some occasions to resemble a female in an apparent effort to avoid detection, according to the Police Department.
“We are deeply concerned by this incident and understand the impact it has on our community,” Cosumnes Community Services District General Manager Tim Ogden said in the news release. “We worked closely with the Elk Grove Police Department throughout this investigation and appreciate their quick and thorough efforts in identifying and apprehending a suspect.”
