Re “San Diego rolls out new blue bins for recycling” (March 25): The article states that city officials “said the shift [to new trash cans] was necessary as the city transitions from providing trash and recycling services for free to charging property owners for those services.” The unnamed city officials have a limited understanding of how government works. The only property owners who received trash/recycling services for free were those who somehow avoided paying property taxes. All other property owners paid for the services through their property taxes.

To make matters worse, the city did not lower property taxes by the amount it now charges for trash service. Thus, we are now paying double the amount we paid before for the same service.
