While driving in Carlsbad on my way to work at about 8:30 p.m. on March 26, I observed that one of the traffic lights on College Boulevard about midway up the hill from Cannon Road was blacked out, with many vehicles just zipping through that intersection. I was one of the only ones, if not the only one, who correctly treated it like a stop sign. A blacked-out traffic light is always treated like a stop sign and anyone who doesn’t know that has no business driving.
