GRAFTON, W.Va. (WKRC) – A girl’s “psychological brother” has been charged following the death of a young girl.
According to WDTV, Tyler Carter was taken into custody and charged after an 11-year-old girl, identified by authorities as 11-year-old Miana Moran, was found unresponsive in a home in Taylor County, West Virginia, in February 2025.
Court documents reviewed by the outlet reportedly state that the child was severely underweight at approximately 43 pounds and wearing disposable pull-ups. A witness speaking to investigators reportedly said that Miana was deprived of food as a form of punishment while other members of the household ate full meals in her presence.
The documents reportedly state that Carter was described as a “psychological brother” to the victim and had been living in her home since 2020. Investigators said Carter was aware of Miana’s declining health and had reportedly discussed plans with another member of the household to get the child out of the house and to get her help.
Carter’s mother, 51-year-old Shannon Robinson, was taken into custody in January and was charged with the following, according to WDTV:

Miana’s biological father, 42-year-old Aaron Moran, was also arrested and is facing the following charges, per the report:

Prosecutors said Robinson was the child’s primary custodian, according to the station.

Taylor County Prosecuting Attorney John Bord told reporters with WDTV that Child Protective Services visited the family’s home four to five times prior to her death, further stating that the final visit occurred in January 2025, just weeks before she was found unresponsive.
