The project includes rehabilitating existing pavement, improving storm drain infrastructure, adding accessible ramps, and improving street and pedestrian lighting.

The work is part of the Making Downtown Bakersfield Vision Plan, which supports reinvestment in downtown infrastructure over the next 30 years. The plan is intended to enhance the image of the city, attract new business and residents, and improve walkability and livability.
Construction on 18th and 19th streets will be completed in three phases: between L and O streets; between F and L streets; and between O Street and Mill Creek.
