Someone has to say it so I will put my neck out. The city is cutting funding and everyone is squeaking. It’s time to realize the current situation only enables the homeless to live here without contributing. This is tantamount to children never leaving home to become productive members of society. What rational parent would do that?

Using a triage system, evaluate everyone living on the street. Identify those who need permanent help and build a facility to house them, assisting those who can and should be salvaged to move on to their original home or to a location where they can get a job/home with whatever skills they can muster and can afford.

Our housing being built is never going to be in their price range and we can’t afford to support a growing number of “dependents” to the detriment of those actually paying the bills, the taxpayers.
