Residents in Reseda have expressed fear and frustration over a neighbor who spends time outside his window in the nude, often screaming and making gestures at others as he exposes himself, they say.
Neighbors said their issues with the man on Garden Grove Avenue have been going on for years, but nothing has been solved. They said the man makes lewd gestures to adults and children, often screams at night and rents out several sheds in his backyard to transients.
“He just starts screaming sometimes. Any given day, he’ll just decide to lean out his window, start screaming for a few hours. It’ll go on into the middle of the night,” said one woman who asked not to be identified out of fear for her safety. “I hear him sometimes at 2 in the morning, 3 in the morning, and it just doesn’t stop until the next morning.”
The woman added that her neighbor’s actions leave her so unsettled that she at times fears taking out the trash.
According to residents in the community, the police have been called about 150 times regarding the man but officers have said there is little they can do. City Councilmember Nithya Raman, whose district includes Reseda, said she is aware of the man and his actions.
“Our office has just been made aware of the situation, and we are actively looking into it,” a statement by Raman read. “Every resident deserves to feel safe in their neighborhood, and we take these concerns seriously. It is also clear that the individual at the center of this situation is in need of serious support and services. We will be in contact with the relevant city departments to ensure this matter receives the attention it warrants, and we will be reaching out to the residents involved and working to identify the appropriate next steps.”
