California has introduced a new incentive program aimed at boosting the purchase of zero-emission vehicles, with $1 billion in backing funded by a state clean fuel program, according to FreightWaves.

The program, named California Clean Fuel Rewards (CCFR), draws its funding from income generated by the state’s Low Carbon Fuel Standard (LCFS). The LCFS operates as a system of credits and mandates designed to encourage the use of lower-carbon transportation fuels, such as renewable diesel. Companies subject to low-carbon requirements can meet their targets by generating credits through their own use of low-carbon fuel or by purchasing credits from other entities that have produced them.

CCFR is described as a point-of-sale initiative targeting electric medium- and heavy-duty trucks. It is expected to launch at the end of June. Under the program, the state grants truck dealerships the status and funding of an authorized retailer, enabling them to provide rebates on new truck purchases. Only a handful of dealerships have applied so far, according to a spokesman, because the program recently opened for enrollment. He noted that any dealership willing to participate and meet the criteria can become an authorized retailer, and there is no pre-existing list of such retailers.

The LCFS program has been in effect since 2011, when it made a limited debut. Since then, the buying and selling of credits has developed into an active market. Credit prices currently sit at approximately $65 to $70 per metric ton, though they have previously reached nearly $200 per metric ton. Supporters of the LCFS argue that the lower current prices indicate the program is working, as credit generation—from activities like renewable diesel consumption—has risen substantially, putting downward pressure on credit prices.

The California Air Resources Board (CARB) stated that CCFR is expected to become the largest utility-administered rebate program for electric trucks in the country. CARB noted that $250 million is available this year, with more than $1 billion in total rebate funding anticipated through 2030. Rebate amounts are based on gross vehicle weight. A commercial truck weighing between 8,501 and 10,000 pounds qualifies for a $7,500 rebate, while a truck exceeding 33,000 pounds, including class 8 vehicles, can receive $120,000. CARB’s list of eligible vehicles includes drayage trucks, electric semis, box trucks, delivery vans, and other fleet vehicles. Public fleets can use the program to purchase smaller vehicles, such as pickup trucks.

In 2024, CARB reported that sales of ZEV trucks—both large and small—accounted for about 23 percent of all truck sales. The number of ZEV trucks used for drayage at the Port of Long Beach, which the port discloses monthly, has been rising steadily in absolute terms. In most months, the percentage of port moves completed by a ZEV has also tended to increase. However, data published by the port on ZEV adoption would likely show higher numbers if the state had not scrapped the California Advanced Clean Fleets rule in September 2025, due to federal opposition to its implementation. That rule would have required all new drayage vehicles at the state’s ports to be ZEVs starting at the beginning of 2024. Despite the rule’s removal, the total number of ZEV vehicles continues to climb, though the monthly increase is generally in the low single digits.

California has implemented a series of incentive programs over the years to spur ZEV truck sales, each using different funding or methods to incentivize purchases. Various funding sources remain available under the Goods Movement Emission Reduction Program, the Carl Moyer Memorial Air Quality Standards Attainment Program, and the On-Road Heavy-Duty Voucher Incentive Program.
