The Solana Beach City Council approved a cost participation agreement May 6 with the developers behind the Solana Highlands and Ocean Ranch residential housing projects for improvements along South Nardo Avenue.

Both projects are closing in on the end of construction, city officials said during the meeting.

Solana Beach City Manager Alyssa Muto said it’s an agreement “that satisfies the conditions of those projects and helps the city to move forward with addressing those roadway conditions.”

“Construction activity associated with both developments has contributed to additional pavement degradation along the corridor,” according to a council agenda report. “As the developments will be completing construction on separate schedules, the City seeks, in the best interest of the community, to provide a fully resurfaced S. Nardo Ave. from Bell Ranch Road to Stevens Avenue, as well as portions of Stevens Avenue immediately adjacent to the Solana Highlands project.”

The work includes “a full-width roadway resurfacing of the entire corridor.”

HG Fenton is the developer behind Solana Highlands, and Shea Homes is the developer for Ocean Ranch.

The breakdown of the cost sharing has Shea Homes paying $134,503.97, HG Fenton paying $129,729.20, and the city of Solana Beach paying $226,896.83, covering the total remaining cost of $491,130.

A council agenda report added, “The Cost Participation Agreements with Shea Homes and HG Fenton will establish each developer’s fair-share contribution toward the S. Nardo Ave. pavement rehabilitation project.”
