A developer plans to build 51 attached homes on a vacant lot in North Sacramento.
Roseville-based Riverland Homes has submitted revised plans with the city for the development, located at 4217 Winters St. in the East Del Paso Heights neighborhood near the McClellan Industrial Park.
The developer originally planned to construct a mix of residential and commercial uses, but the water infrastructure does not support the commercial development on the property, according to a document submitted to the city this week.
The community is planned to include 17 buildings total, containing a mixture of duplexes and attached single-unit homes.
The homes will be a mix of for rent and for sale, the document said. All the homes will be market-rate, not income-restricted affordable.
The project would include 12 units with two bedrooms, 17 units with three bedrooms, and 22 units with four or more bedrooms, the document said. The square footage of each unit would range from 1,600 to 1,978 square feet. It would also include 118 parking spaces.
The project will require city staff approval, but will not require approval from the City Council or the Planning and Design Commission, said Julie Hall, a city spokesperson.
Roger Dickinson, the council member who represents the area, said he supports the project.
“We have a tremendous need to increase our housing supply in North Sacramento, especially market rate housing, so I’m very happy to see this project,” Dickinson said Friday. “I also hope it encourages other builders to take advantage of the significant amount of vacant land we have in this part of the city for even more market rate projects.”
Riverland Homes purchased the property in April 2025, according to assessor’s office records. A representative fromthe company did not respond to emails asking for the construction timeline.
