Sacramento leaders propose limits on watering decorative grass
SACRAMENTO, Calif. —
Sacramento city leaders are considering an ordinance that would limit watering decorative grass on specific public and private properties to comply with statewide restrictions.
The city’s law and legislation committee is scheduled to discuss the ordinance as Sacramento works to meet statewide water regulations. Beginning Jan. 1, 2027, the restriction would apply to nonfunctional turf on state and local government properties. By 2028, it would extend to other commercial, industrial, and institutional properties. In 2029, the rules would apply to common areas managed by homeowners’ associations and similar organizations.
The ordinance applies only to nonfunctional turf, which is defined as grass not used for recreation or community activities. Functional turf, such as sports fields and other designated recreational areas, would generally be excluded.
The proposal does not appear to apply to individual homeowners’ private lawns, although it could impact shared landscaping in homeowners’ associations or apartment-style common areas.
