A plan to make it easier to open child care centers in several San Diego neighborhoods is on hold after the county’s Airport Land Use Commission rejected a proposed zoning change.

The San Diego City Council unanimously approved the plan in May. It would allow child care centers in University City, Mira Mesa, Clairemont, Kearny Mesa and Torrey Pines — neighborhoods located within the airport influence area surrounding MCAS Miramar.

But the Airport Land Use Commission voted against the zoning change, citing concerns about aviation safety. Commissioners said large groups of children may be particularly vulnerable during an aviation emergency because they could be more difficult to evacuate quickly.

The zoning change was proposed as part of the city’s effort to address a shortage of child care options in the area.

The City Council can still override the commission’s decision. It would take six of the nine council members to approve the override.
