A Public Policy Institute of California poll found voters narrowly supporting Proposition 40, a ballot measure to tax 5% of their total wealth. But the poll also found majorities narrowly supporting two counter-measures, Proposition 41 and 42, aimed at invalidating it. The measure with the most votes wins.
