The San Diego City Council on Tuesday pushed back a decision on a proposed overhaul to water rates that would raise monthly bills for most single-family homeowners while lowering costs for multi-family apartment buildings.
Faced with three absent council members and a tight margin, Council President Joe LaCava moved to delay the final vote until Oct. 27.
The city’s proposal aims to bring San Diego into compliance with Proposition 218 reports the U/T, a 1996 statewide voter initiative regulating local government fees. Prop 218 strictly requires water agencies to charge customers no more than the direct, proportional cost of serving them.
