FRESNO, Calif. (KMPH) — A grade separation project in Fresno is forcing longtime businesses to close their doors.

The city says a new underpass at Blackstone and McKinley will improve safety and traffic flow.

On McKinley and Blackstone, empty parking lots and boarded-up windows tell the story of change.

Several businesses are facing eminent domain as the city moves forward with plans for a new underpass.

But some owners say they’re not going anywhere until the city makes them a fair offer.

“I know they want to improve the transportation at the crossroads over here.

But it is our livelihood, and I would hope the city just considers the impact it has on our people,” said Harmon.

Harmon, owner of Harman Star Mart, says what was once a flourishing business area is now full of boarded-up windows and closed signs.

We’re having all of these business shutdowns. People cannot that can their usual business anymore. That decreases traffic and diverts traffic to other places.

To move forward with this project, businesses in the area are facing eminent domain.

Harmon’s business is one of the very few still open.

He says it will remain that way until he reaches an agreement with the city.

“The city, as well as us, reached a mutually agreed-upon settlement. The city sent paperwork that the city had agreed upon. We signed it, we sent it back, and the city said that the paperwork is only waiting for formal Fresno City Council approval. And it was an agreed-upon settlement, and now the city reneged on the settlement. They are going back on their word. They are saying no, we’re not going to honor the settlement that both parties agreed upon, and now they are not giving fair compensation.

To which the city replied, saying the staff is reviewing the matter.

Hard for Harmon to hear, being a business owner in Fresno for over 10 years.

Harmon says while talks continue, he hopes the remaining businesses don’t lose track of what’s important.

“You guys have worked very hard for your business. Do not let the city pull you into a very small offer,” Said Harmon.

Construction for this project is expected to start next year.
