SACRAMENTO’S HISTORIC STOCKTON BOULEVARD IS IN A PERIOD OF TRANSITION, BUT FOR DECADES IT’S BEEN HOME TO CAFE COLONIAL, NEXT TO THE COLONIAL THEATER. THIS IS WHERE A LOT OF LOCAL ARTISTS GET THEIR FIRST PAID GIG. JIM CORNETT TOOK OVER THE BUSINESS ABOUT TWO YEARS AGO, QUICKLY SEEING THE CHANGES COMING TO THE CORRIDOR FOR HIMSELF. THEY’RE BUILDING A LOT OF APARTMENTS. THERE’S TWO ACROSS THE STREET COMING UP RIGHT NOW AND AND UC DAVIS HAS BEEN A BIG INVESTMENT INTO STOCKTON BOULEVARD. SO I FIGURED, YOU KNOW, THERE’S A THERE’S A CHANCE THAT IT COULD REALLY HELP US OUT HERE GUIDING THE REVITALIZATION OF STOCKTON BOULEVARD IS THE CITY’S STOCKTON BOULEVARD PLAN, A MORE THAN 700 PAGE DOCUMENT OUTLINING HOW TO REVITALIZE THE BOULEVARD WHILE STILL SUPPORTING LONGTIME RESIDENTS AND BUSINESSES. STOCKTON BOULEVARD PLAN IS IS BIG AND IT’S DENSE, AND THAT’S FOR GOOD REASON. THERE’S A LOT THAT WE CAN DO THERE. STOCKTON BOULEVARD RUNS THROUGH NUMEROUS JURISDICTIONS, INCLUDING THE CITY’S DISTRICT FIVE, WHICH KATIE MAPLE REPRESENTS. THESE CORRIDORS OFTEN GET LEFT BEHIND. THEY’RE AGING. SOME OF THE INFRASTRUCTURE IS OLD. THE BUILDINGS ARE GETTING OLD. WE SEE THAT THEY’RE DIFFICULT TO GET THESE BUILDINGS LEASED UP. AND SO SOMETIMES THAT MEANS THAT WE THAT THEY ARE DETERIORATING. AND SO THIS IS A REALLY INTENTIONAL EFFORT TO BRING LIFE AND BREATHE LIFE BACK INTO STOCKTON BOULEVARD. ONE WAY CITY LEADERS ARE TRYING TO DO THAT IS THROUGH $200,000 IN GRANT FUNDING FOR PEOPLE, NONPROFITS AND BUSINESSES WITH IDEAS AND PROJECTS THAT ALIGN WITH THE STOCKTON BOULEVARD PLAN. AT LEAST $100,000 OF THAT FUNDING WILL BE SET ASIDE FOR PROJECTS THAT ARE FOCUSED ON ARTS AND CULTURE. CORNETT BELIEVES THOSE DOLLARS COULD REALLY HELP. GRANTS COULD BE USED FOR MULTIPLE THINGS. I NEED SOME MORE EQUIPMENT I NEED, I’M TRYING TO HIRE A NEW FULL TIME MARKETING PERSON. SO ALL THAT IS AN EXPENSE THAT YOU KNOW, OVER AND ABOVE THAT WE THAT WE CAN REALLY AFFORD IN THESE GRANTS HELP. THAT GRANT AWARDS WILL RANGE FROM 5 TO $25,000 DOLLARS. ADVOCATES FOR STOCKTON BOULEVARD HOPE WILL BALANCE THE OLD WITH THE NEW HERE FOR DECADES TO COME ON STOCKTON BOULEVARD. Sacramento is offering $200,000 in grant funding to support projects along Stockton Boulevard, aiming to revitalize the corridor in ways that balance the old with the new. “We need to make sure that we’re supporting the small businesses, the property owners and the people who live along the corridor,” said District 5 City Council Member Caity Maple. “When these corridors thrive—the rising tide lifts all boats—the whole city thrives.”In 2024, the Sacramento City Council adopted the Stockton Boulevard Plan. The plan is both a Specific Plan and a Neighborhood Action Plan with an emphasis on land use, housing, arts and culture, inclusive economic development, environment, public health and safety, and community engagement.“The Stockton Boulevard plan is big and it’s dense and that’s for good reason. There’s a lot that we can do there,” Maple said. “It’s going to take time to get those things done. Realistically, we’re in a budget deficit in the city. We don’t have a lot of extra money laying around, but I’m glad that we’re prioritizing funds for this as a start.”Community groups, nonprofits, and individuals can apply for Stockton Blvd Plan Action Grant funding, provided they meet the criteria.
