California lawmakers and Gov. Gavin Newsom have approved more than 900 new laws that will begin to take effect starting on Jan. 1, 2025. They include measures to cap insulin co-pays, ban cat declawing, and prohibit plastic shopping bags.Senate Bill 40 will require large health insurers regulated by the state to cap insulin co-pays at $35 for a 30-day supply, with similar requirements for individual and small group health plans beginning in 2027.Under Senate Bill 627, local and federal officers will be prohibited from wearing masks to conceal their identities. The measure targets Customs and Border Protection agents and Immigration and Customs Enforcement agents. The bill is being challenged in court, and the Trump administration has said federal officials don’t have to follow state law on this.Another law will require landlords to provide working stoves and refrigerators in apartments. This bill will have a big effect in Los Angeles, where it’s common for landlords to require that tenants bring their own refrigerators.Cat owners will be prohibited from having their cats declawed under Assembly Bill 867. The practice is now widely considered inhumane, as it involves removing parts of a cat’s toe bones to prevent them from scratching.And grocery stores will be barred from providing customers with plastic shopping bags. State lawmakers first tried to ban plastic shopping bags in 2014, but it contained a loophole allowing grocery stores to provide thicker plastic bags that could be reused. The new law bans those thicker bags as well.
