The Los Angeles County Board of Supervisors has voted to approve more than $5.9 million in new funding for a proposed affordable housing complex near the E Line’s Soto Station in Boyle Heights.

The new allocation of No Place Like Home Funds will go toward the construction of Estrella Azul, a proposed development from A Community of Friends at 2201 E. 1st Street. The project, which would rise next to the Las Palomas Hotel calls for the construction of a new four-story structure featuring 80 apartments and supportive services.

Plans approved in 2021 call for the project to serve a mix of low-, very low-, and extremely low-income households.

Koning Eizenberg Architecture is designing the project, which is shown in plans with a U-shaped footprint wrapping a north-facing courtyard. Amenity spaces would be placed adjacent to the Lani Vest pocket park.

“The building’s identity is set by the original principle corner facades,” reads a narrative from the Koning Eizenberg website. “New units are housed in three wings that frame a large garden at ground level. The split massing suits the scale of the existing building and the resulting open spaces support resident health and well being.”

The total cost of the project is approximately $60.9, according to a staff report to the Board of Supervisors.

The project follows several recent affordable and supportive housing projects near including a trio of projects developed by East L.A. Community Corp.
