BAKERSFIELD, Calif.(KBAK/KBFX) — Roxanna Jo Kelley, 62, was discovered burned to death and tied with a nylon-style rope inside her State Road trailer shortly after allowing two people into her home, according to Kern County Superior Court documents.

Moments later, Kelley’s 2005 Toyota Matrix was seen leaving the area. But, according to neighbors, two people seen inside the car were not Kelley, and she was known not to let anyone else take her car without her presence.

About 15 to 20 minutes later, her mobile home caught fire. Witnesses said prior, they saw a man and woman meeting Kelley outside of her home, then three of them went inside.

Kern County firefighters found Kelley severely burned, lying on her stomach, in a back room of the mobile home at around 2 a.m. on August 8, 2025. That discovery prompted a Kern County Sheriff’s investigation.

Court documents noted the rope around Kelley’s neck resembled “paracord or something similar made of nylon,” with one end featuring a metal clasp and the other tied in a knot.

Suspects Daniel Graham and Misha Allen were arrested on August 18, 2025, after living on State Road for about a month.

Detectives found through records checks on the Toyota Matrix that it headed eastbound on Olive Drive from State Road at around 1:49 a.m. on August 8, 2025, which was consistent with witnesses’ statements.

Later, around 10 a.m., detectives found Graham alone, driving at a high rate of speed, said documents. Shortly later, Graham led KCSO on a pursuit and drove recklessly in an attempt to evade authorities. He later fled on foot, jumping fences, but was later apprehended by deputies.

Graham was questioned by detectives but released from their custody. He and Allen were later arrested on August 18.

Graham reportedly had anger issues and allegedly physically abused Allen.

Both are scheduled for preliminary hearings on Dec. 18.
