Federal prosecutors accused an Oakland physical therapist of overbilling a federal health care program by more than $5 million, including billing for services not rendered.
Shane Jackson overbilled the U.S. Department of Labor’s Office of Workers’ Compensation Programs for his treatment of postal workers for nearly a decade, according to a criminal case filing made public Friday.
Prosecutors allege Jackson operated a health care fraud scheme from about 2015 to 2025 through Action Jackson Physical Therapy, billing for services he did not render – including ultrasound and infrared therapies – and treating multiple patients at once while billing the time as one-on-one care.

The filing alleges Jackson routinely billed an average of 2.28 hours per patient despite spending less than an hour with each one.
U.S. Attorney Craig Missakian’s office charged Jackson with two felony counts of health care fraud and included a forfeiture allegation. If convicted, Jackson could face up to 10 years in prison and a $250,000 fine.
Jackson’s arraignment is set for Wednesday.
