California is suing the Trump administration over $33 million in scrapped federal funding after accusing the state of failing to crack down on foreign drivers.
The state claims a preliminary notice from the Federal Motor Carrier Safety Administration that California is out of compliance with a federal requirement to stop drivers who fail to exhibit English language proficiency violates the Administrative Procedure Act for being “arbitrary and capricious,” according to a lawsuit filed Dec. 12 with the US District Court for the Northern District of California.
