The city’s top budget official has recommended expanding permit fee waivers for properties damaged in last year’s Palisades Fire to include all structure types, with an estimated cost of about $98 million.

City Administrative Officer Matt Szabo’s revised proposal, released Jan. 16, would cover single-family homes, duplexes, accessory dwelling units, multifamily buildings and commercial properties rebuilding up to 110% of their original footprint.

Property owners exceeding that size would pay additional fees.

The plan caps total waivers at $90 million over three years and calls for a funding strategy limiting annual General Fund impact to $30 million.

Szabo’s earlier estimate had reached as high as $278 million, but the updated figure excludes properties sold or listed for sale and assumes only 10% of minimally damaged (“green-tagged”) structures will seek permits.

The proposal follows council discussions and resident advocacy for broader relief beyond initial limits to single-family homes and duplexes.

It requires council approval and an ordinance update.
