The Council meets at the City Hall Chambers at 303 W Commonwealth (at Highland Ave.) at 5:30pm. Public Comments are near the start of the meeting.
CONSENT CALENDAR (on the Consent Agenda which passes in one vote unless flagged for discussion)
Item 3 is the second reading of the Noise Regulation ordinance for the downtown business district. The new regulations affect businesses that provide musical entertainment. (Read Ron Kobayashi’s article “Fullerton’s Noise Ordinance Draws Criticism from Musicians and Business Owners” for more on this issue.)
Item 8 sets the way for Fullerton Fire. Department to take over operations of the ambulance service in the city by giving current contracted provider Falck Mobile Health Corp a 90-day notice of termination.
REGULAR BUSINESS
Item 11 asks the Council to assist individuals affected by ICE activities. This is sort of open ended with a list of suggestions about what that might mean and proposed actions, from do nothing and receive and file to cooperating with non-profits to provide legal or humanitarian support. An extensive list of what other cities are doing is included. This was brought up by Councilmember Zahra and Mayor Protem Charles – and – unless they get a third vote it may end up as a receive and file item.
Item 12 could engender some discussion since it would reclassify Harbor Boulevard from Bastanchury to Berkeley from a Major Arterial Highway (6 lanes) to a Primary Arterial Highway (four lanes). The new configuration would include sidewalks, buffered bike lanes and plantings in the median strip. Traffic counts have actually dropped on part of this route. This idea has been in the works for several years and while it has been supported by the various committees and government bodies that it has been before, still there seems to be a knee-jerk reaction about reducing lanes.
Item 13 is to raise developer user fees to recover the full cost of administering them. There are 5 pages of fees. They have not been raised since 2017 and some increases are substantial. Fees include everything from hydrology, to tract maps to traffic etc.
Item 14 is to accept a $2.8 million federal grant for additional positions in the fire department, specifically 12 firefighter positions for three years. (Should have been on the consent calendar IMHO.)
