The Solana Beach City Council unanimously approved a resolution on Feb. 25 to amend the city’s Program of Projects in the 2025 Regional Transportation Improvement Program, which is a requirement for the city to continue receiving a share of TransNet, a countywide half-cent sales tax for transportation projects.

The amendment takes $210,000 in carryover funding for the city’s pavement resurfacing and pavement maintenance projects, which were already completed. The city is allowed to re-budget unspent funding from previous years for eligible projects.

The resurfacing work includes “full-depth rehabilitation and overlays of roads and related infrastructure, including bike lanes and parking lanes,” according to a council agenda report. The maintenance includes crack sealing, slurry sealing and localized repairs.

“No changes are proposed for the other five projects at this time,” according to the council agenda report. “The City may continue to modify or add projects through SANDAG’s quarterly amendment process if necessary and approved by the Council.”

The other projects include sidewalks and associated street Improvements, Lomas Santa Fe Drive improvements, traffic signal upgrades, the regional greenhouse gas inventory project, and Lomas Santa Fe corridor improvements west of Interstate 5.

Of the complete list of projects in Solana Beach, only the pavement resurfacing, pavement maintenance, and sidewalks and associated street improvements are funded with TransNet local street improvements money.

The San Diego Association of Governments, which administers the TransNet funding, requires cities to submit a list of projects each year to be included in the Regional Transportation Improvement Plan that lists projects throughout the region.

“After all public agencies in the region submit a resolution to SANDAG approving their portion of the RTIP, SANDAG will then adopt the 2025 RTIP for the entire region,” according to the council agenda report. “It is anticipated that SANDAG will adopt the amended RTIP in April 2026.”
