Sacramento County health inspectors closed four eateries, including a cafe after they found approximately 100 fresh “shiny” mouse droppings in the facility.

Meanwhile, 15 eateries received yellow placards for health code violations ranging from dying cockroaches to black debris in an ice machine.

What do these inspections mean?

While a yellow placard signals two or more major violations. These are typically corrected or mitigated during the inspection, according to the Sacramento County Retail Food Inspection Guide.

A red placard, however, signals “imminent danger to public health and safety” and suspends the health permit until violations are corrected. This could include, but is not limited to, major vermin contamination.

In contrast, a green placard means a restaurant passed inspection.

The county performs about 14,000 inspections annually and about 97% of establishments pass, spokesman Ken Casparis previously told The Sacramento Bee.

Approximately 1% of inspections result in a closure, he said.

Sacramento County health inspectors shut down to the East Sacramento café after finding approximately 100 fresh “shiny” mouse droppings in the dry storage unit.A chef was observed cracking raw eggs with their bare hands and continuing to cook and then handling a plated order without washing their hands.Two containers of cooked beans and shredded chicken were uncovered inside the refrigerator. The facility had black residue and old food debris between gaskets in the two door cooler.

Nopalitos Southwestern Café was reinspected on Saturday, Feb. 28 and passed with a green placard.

The Sacramento Bee reached out on Thursday, March 5, but could not reach a representative of the cafe.

Black Angus

7925 Greenback Lane, Citrus Heights

Date: Monday, March 2

Health inspectors gave a red placard to the Citrus Heights steakhouse after finding approximately 30 rodent feces in several areas including under the steam table and in the liquor storage.Whipped butter and two containers of shredded cheese were measured above cold holding temperatures.The facility had eight dead/dying cockroaches in a glue trap in the liquor storage area. Raw beef was stored above cheese and butter in the refrigerator.

Black Angus was reinspected on Tuesday, March 3 and passed with a green placard.

The Bee reached out to the steakhouse on Thursday, March 5, but could not reach a representative.

Express Sushi & Teriyaki

6047 Madison Ave., Suite B, Carmichael

Number of violations: 8

Date: Monday, March 2

Health inspectors gave the Carmichael Japanese restaurant a red placard after discovering 21 cockroaches in the facility including under the sushi prep line and around the electric outlet under the dishwashing area.The facility had no paper towels available at the handwashing sink in the sushi area.A consumer advisory was not provided on the restaurant’s menu.Sushi fish was thawing improperly in the prep sink in standing water.

Express Sushi & Teriyaki was reinspected on Tuesday, March 3 and passed with a green placard.

Doubletree By Hilton Hotel

2001 Point West Way, Sacramento

Date: Friday, Feb. 27

Health inspectors gave a red placard to the Point West hotel after finding insufficient hot water in the facility.

Doubletree By Hilton Hotel was reinspected on Monday, Mar. 2 and passed with a green placard.

The Bee reached out to the hotel on Thursday, March 5, but could not reach a representative.

Cockroaches, dirty knives found in Sacramento-area eateriesKabayan Filipino Restaurant

705 East Bidwell St., Folsom

Number of violations: 6

Date: Thursday, Feb. 26

Sacramento County health inspectors cited the Folsom Filipino restaurant after finding chicken stew measured below proper hot holding temperature.The facility’s sanitizer test strips were damaged.The restaurant’s health permit was expired.The facility had no compliant metal stem thermometer available.

Kabayan Filipino Restaurant was reinspected on Friday, Feb. 27 and passed with a green placard.

Seapot

6009 Florin Road, Sacramento

Date: Thursday, Feb. 26

Health inspectors cited the Parkway hot pot restaurant after finding two containers of pork base soup broth held in an insufficient ice bath next to the stovetop.The main automatic dishwasher had no measurable sanitizer.The facility had four expired California Food Handler cards. The ice machine was unclean and had black mold-like residue.

Seapot was reinspected on Friday, Feb. 27 and passed with a green placard.

Bangla Bazar and Restaurant

8505 Madison Ave., Suite 100, Fair Oaks

Number of violations: 13

Date: Thursday, Feb. 26

Health inspectors cited the Fair Oaks Bangladeshi restaurant after discovering paper towels were inaccessible in the dispenser.A tray of fried eggplant was measured below proper holding temperature.The facility had unlabeled containers of seasonings and spices observed on the metal storage rack. In the meat freezer, different species of meats were intermingled.

Bangla Bazar and Restaurant was reinspected on Saturday, Feb. 28 and received a yellow placard. The restaurant was reinspected again on Monday, March 2 and passed with a green placard.

Save Mart Supermarket

5600 Folsom Blvd., Sacramento

Date: Thursday, Feb. 26

Health inspectors cited the East Sacramento supermarket after finding sliced turkey, roast beef and turkey/cheese wraps measured above proper cold holding temperatures.Fried chicken, baked chicken and meatloaf were improperly cooling.A clogged drain was actively overflowing and discharging wastewater from the three compartment sink onto the floor.An employee personal drink was stored in direct contact with a loaf of bread.

Save Mart Supermarket was reinspected on Friday, Feb. 27 and passed with a green placard.

Captain Buffet

1000 Howe Ave., Sacramento

Date: Thursday, Feb. 26

Health inspectors cited the Arden Arcade buffet after finding water bottles with unapproved screw-top lids stored on the prep surfaces throughout the kitchen.The prepped oysters were missing shellfish certification tags.The buffet lacked a “time as a public health control” label at the start of the inspection.The handwashing sink was blocked with cardboard.

Captain Buffet was reinspected on Friday, Feb. 27 and passed with a green placard.

Brookfield Family Restaurant

11135 Folsom Blvd., Rancho Cordova

Health inspectors cited the Rancho Cordova American restaurant after observing a staff member crack a raw egg without washing hands and then proceeded to plate an order while touching the interior of the plate and directly touching the food.Frozen ice condensate was found directly on an uncovered liver in a storage container.Fully cooked chicken was stored below raw beef in the cold drawers.A knife was stored in an unsanitary gap between the wall and the prep sink.

Brookfield Family Restaurant was reinspected on Tuesday, March 3 and passed with a green placard.

Health inspectors cited the Citrus Heights Indian restaurant after finding no paper towels available at the cook’s line handwash station.A soiled knife was stored in an aluminum foil container.Raw shelled eggs were stored above cooked pasta in the refrigerator. Rice flour and flour buckets were stored on the floor next to the dough mixer.

Loves Yummy Cuisine was reinspected on Wednesday, March 4 and received a yellow placard. The restaurant had yet to be reinspected a second time as of Thursday, March 5.

Kiki’s Chicken Place

2377 Northgate Blvd., Sacramento

Health inspectors cited the Northgate American eatery after discovering that hot water was not available in the facility.The flat grill had an accumulation of grease.Sanitizer test strips were not available.An ice scoop was stored on top of a dirty surface.

Health inspectors cited the Southside Park Japanese restaurant after measuring raw chicken and tofu above proper cold holding temperatures.The paper towel dispenser at the kitchen’s hand sink was cracked.The facility’s shell stock tags were out of chronological order.The reused cardboard box was used as a container for holding dirty pans.

Binchoyaki had yet to be reinspected as of Thursday, March 5.

Health inspectors cited the Folsom seafood restaurant after finding raw tuna and whipped cream in the “temperature danger zone,” according to the report.One of the facility’s rotisserie chickens in the hot holding cabinet was missing its “time as a public health control” label.Employees have not been trained in procedures to measure temperature or sanitizer concentration in the ware washing process.Several of the facility’s records were expired.

Land Ocean was reinspected on Wednesday, March 4 and passed with a green placard.

AJI Sushi

5239 Elkhorn Blvd., Sacramento

Health inspectors cited the Foothill Terrace Japanese restaurant after observing an employee not wash their hands after touching a mop bucket before handling rice.The facility had no soap available at the handwashing sink in the kitchen.An employee lacked knowledge of basic food safety procedures such as handwashing and cold holding temperatures.Bulk dry food items were uncovered in the dry storage area.

Aji Sushi had yet to be reinspected as of Thursday, March 5.

Shanghai Tapas

Inspectors gave the Folsom Mexican restaurant a yellow placard after finding a plate of cheese balls, raw and cooked pork, cut tomatoes and various shredded cheeses above proper temperatures. They also measured cooked beans below hot holding temperatures.About 20 pounds of cooked chicken was improperly cooled and measured above proper temperatures. The restaurant voluntarily discarded the chicken. Black slime accumulated on the plastic panel of the ice machine.An employee was seen eating in front of the three-compartment sink.

Lolita’s Authentic Cuisine had yet to be reinspected as of Thursday, March 5.

Salsal Kabob & Gyro Grill

7216 Laguna Blvd., Suite B, Elk Grove

Number of violations: 8

Date: Weds, March 4

The Elk Grove kabob grill was issued a citation by county inspectors for issues with food temperatures and cleanliness.Roughly 10 pounds of chickpeas were discarded when they measured too warm to be considered safe after cooling in a refrigerator overnight.Cooked chicken stored in a steam tabletop was colder than allowed for hot foods.When employees attempted to reheat the chicken, they did not reheat it to the right temperature range and had to try again.A hand sink did not have paper towels available, which is considered a major violation.

Salsal Kabob & Gyro Grill had not been re-inspected as of Thursday, March 5.
