Police are investigating after someone trespassed onto the upper levels of Tower Bridge early Saturday. West Sacramento police said they had to close the bridge to all traffic for a period. The man was not suicidal but refused to come down, police said. Cars, bikes, and pedestrians were later allowed back on the bridge, but the investigation is ongoing, and police warned of possible intermittent closures.
