THOSE ARE SIDEWALKS THAT WERE BUILT OVER ORIGINAL SIDEWALKS WHEN THE CITY WAS RAISED BACK IN THE 1860S. SOME AREAS STILL HAVE THESE SIDEWALKS, LIKE THE ONES YOU SEE HERE PRIMARILY IN OLD AND DOWNTOWN SACRAMENTO. THE CITY CURRENTLY HAS A PROGRAM TO MONITOR THEM.
Sacramento allocates $1.2 million for hollow sidewalk repairs

Sacramento has approved using more than $1 million to inspect and repair the city’s hollow sidewalks, which were built over original sidewalks when the city was raised back in the 1860s.
