San Diego sues owners of a long-blighted Mountain View property, alleging years of code violations, fires and safety hazards, and seeks court-ordered repairs.

SAN DIEGO — The San Diego City Attorney’s Office is suing three property owners for allowing a long-blighted Mountain View property to become a public safety hazard.

The enforcement action names Hani Michel Shamoun, Ebtisam Shamoun and Rocky Shamoun, who own the properties at 3651–3655 Ocean View Boulevard. The complaint alleges that the site has fallen into disrepair over several years and that the owners have failed to act on warnings, allowing inspections to occur.

According to the complaint, the Ocean View Boulevard property is abandoned and is structurally unsound due to fires and neglect. Beginning in 2017, inspectors have reported a partially collapsed roof, exposed wiring, piles of debris, overgrown vegetation and open access points that allowed trespassing and other unlawful activity to take place inside.

The City Attorney’s Office says law enforcement has responded to numerous incidents at or near the property. In 2025, a large fire destroyed the structure and posed serious risks to firefighters.

“We can’t allow nuisance properties to go unchecked year after year,” said City Attorney Heather Ferbert in a statement. “When violations persist despite repeated enforcement actions, our Housing Protection Unit will step in to hold property owners accountable and bring long-overdue relief to the neighborhood. If left unaddressed, these properties become magnets for illegal activity, putting neighbors at risk and diverting critical public safety resources away from where they’re needed most.”

The city is asking the court to order the owners to fix all violations, secure and rehabilitate the site, and prevent further nuisance activity.
