A 34-year-old man was arrested this week in connection with a fatal shooting that was witnessed by San Diego police officers in City Heights in 2023, authorities said Thursday.
Two officers were driving on El Cajon Boulevard near 49th Street on Dec. 21, 2023, when they saw someone in a dark-colored SUV fire shots out the passenger side, according to the San Diego Police Department.
The SUV then sped away westbound on El Cajon Boulevard. The officers saw the victim down on the street and stopped to help while notifying other units in the area to look for the vehicle, police said.
Paramedics transported San Diego resident Kevin Billingsley, 35, to a hospital, where he later died from at least one gunshot wound to the upper body.
Detectives indicated Billingsley was riding a bicycle westbound, and the SUV was also traveling in the same direction on the same street prior to the shooting.
“There was some sort of interaction between the victim and the occupants of the SUV, possibly an argument,” the department said in a statement.
The suspected driver of the SUV, later identified Jose Campas, was detained on Tuesday as he attempted to cross into the U.S. from Mexico at the Otay Mesa Port of Entry.
Campas was booked into jail on one count of murder.
Police did not release a description of other possible suspects.
The relationship between the victim and suspects, if any, was unclear.
