A San Diego man was arrested at the U.S.-Mexico border, suspected in a fatal shooting witnessed by police in Colina del Sol.
SAN DIEGO — A 34-year-old man was recently arrested in connection with a homicide that occurred in San Diego’s Colina del Sol neighborhood in 2023, authorities said Thursday.
Around 7:45 p.m. on Dec. 21, 2023, two officers were driving on the 4900 block of El Cajon Boulevard when they witnessed a shooting, according to the San Diego Police Department.
Police said an unknown suspect fired from the passenger side of a dark- colored SUV and sped away westbound on El Cajon Boulevard. Officers saw a downed victim on the street and stopped to render aid while notifying other units in the area to look for the vehicle, they said.
Paramedics transported San Diego resident Kevin Billingsley, 35, to a hospital, where he later died from at least one gunshot wound to the upper body.
Detectives indicated Billingsley was riding a bicycle westbound on El Cajon Boulevard, and the SUV was also traveling in the same direction on the same street prior to the shooting.
“There was some sort of interaction between the victim and the occupants of the SUV, possibly an argument,” the department said in a statement.
The driver of the SUV, later identified Jose Campas, was detained on Tuesday as he attempted to cross into the U.S. from Mexico at the Otay Mesa Port of Entry.
Campas was booked into county jail for his role in Billingsley’s murder.
A description of the other suspect or suspects involved in the shooting was not immediately available.
The relationship between the victim and suspects, if any, was unclear.
