Long Beach Event Highlights Affordable Housing Production, Local Government Partnerships, and Homelessness Prevention Strategies
Today, the Los Angeles County Affordable Housing Solutions Agency (LACAHSA) highlighted how Measure A funding is advancing affordable housing production, homelessness prevention, and housing stability efforts across Los Angeles County through more than $255 million in coordinated investments supporting over 1,500 housing units and stabilization initiatives.
Hosted at Linc Housing’s headquarters in Long Beach, CA, the event highlighted how countywide investments are being deployed through multiple strategies – including affordable housing production & preservation, local government allocations, and renter protection & homelessness prevention services.
Collectively, the investments celebrated today are projected to:
Support the construction or preservation of 1,530 housing units
House more than 3,157 residents
Generate approximately $1.1 billion in economic impact
Support roughly 4,750 jobs across Los Angeles County
The event also highlighted the importance of homelessness prevention as a critical part of the county’s housing strategy. Through investing in programs like the one operated by Interval House, who was also celebrated at today’s event, approximately 1,750 people are expected to receive housing stabilization and homelessness prevention services designed to intervene before families lose housing.
Research from the California State Auditor and related housing studies continues to show that proactive homelessness prevention costs significantly less than emergency response after someone becomes unhoused – with prevention investments estimated to save approximately 85% compared to downstream emergency services and crisis response costs.
Long Beach Mayor Rex Richardson and City Councilmember Mary Zendejas joined Linc Housing and other city and community partners to mark the start of construction at Armory Arts Collective, a new affordable housing community in Long Beach for seniors.
“Addressing the housing crisis requires us to think beyond a single solution,” said Rex Richardson, LACAHSA Board Chair and Mayor of Long Beach. “Today’s investments reflect a coordinated approach that includes building affordable housing, supporting local implementation, and preventing homelessness before families ever reach a point of crisis. Together, these investments strengthen communities, create jobs, and deliver long-term stability for residents across Los Angeles County.”
LACAHSA Board Chair & Long Beach Mayor Richardson was joined by LACAHSA Second Vice Chair and Bellflower Mayor Pro Tem Victor Sanchez, Board members and leadership, Councilmembers, affordable housing developers, nonprofit organizations, local and regional partners, and residents directly impacted by housing instability and housing investments.
The event featured three major investment recognitions:
Linc Housing – Affordable Housing Development Investment
LACAHSA presented a financing package totaling $39.8 million supporting the development of a new 109-unit affordable housing community on Linc Housing’s Long Beach headquarters site. The development will serve families earning between 30% and 70% of area median income and reflects the continued expansion of affordable housing opportunities in Long Beach through Measure A-supported investments.
“LACAHSA’s investment is a catalyst for the affordable housing Long Beach families desperately need,” said Suny Lay Chang, president and COO, Linc Housing. “We know that when rent consumes the largest share of a family’s budget, every other essential — food, childcare, healthcare, transportation — becomes a daily calculation. This funding changes that equation, and with it, gives families the stability to not just get by, but to truly build their lives here.”
City of Long Beach – Housing & Prevention Allocation
LACAHSA also recognized a $10.7 million allocation supporting the City of Long Beach’s local housing and homelessness prevention efforts, reinforcing Long Beach’s leadership role in advancing housing stability strategies through regional partnership.
Interval House – Homelessness Prevention & Housing Stability
Interval House received a $1 million investment through LACAHSA’s homelessness prevention efforts to support emergency rental assistance and flexible financial assistance for vulnerable households facing housing instability.
“For the people we serve, housing stability can mean the difference between safety and continued vulnerability,” said Sharon Wie, Director of Programs at Interval House. “This investment strengthens our ability to provide emergency assistance, stabilization support, and survivor-centered services that help individuals and families remain safe, housed, and connected to the resources they need to rebuild their lives with dignity and stability.”
The event also included remarks from affordable housing leaders and community voices highlighting the human impact of housing instability, displacement prevention, and access to stable housing opportunities.
LACAHSA leaders emphasized that housing production and homelessness prevention are interconnected strategies that require coordinated investment, strong local partnerships, and long-term implementation across Los Angeles County communities.
“Housing instability doesn’t begin the day someone loses their home – it begins much earlier, when families are forced to choose between rent, childcare, groceries, or medical bills. Investments like these allow us to intervene before that crisis point, while also creating long-term affordable housing opportunities that strengthen communities across Los Angeles County,” said Victor Sanchez, LACAHSA Second Vice Chair and Bellflower Mayor Pro Tem. “This is what coordinated housing policy looks like: local partnership, regional investment, and real community impact.”
The investments recognized today build on LACAHSA’s broader commitment to scalable housing solutions that combine regional funding with local delivery systems capable of addressing housing needs at multiple levels simultaneously.
