Re: Stanford study: Local control of schools has failed (May 17): “Stanford study” relates toLocal Control Funding Formula. Local Control Funding Formula was another effort to apparently engage parents, although their input was largely ignored by school district officials. As are bond measures which are floated to supposedly upgrade or repair “deferred” maintenance (“deferred” — yet another poor management decision, and another disservice to the citizens of a district).

The funds from Local Control Funding Formula and bonds are shifted around by the accounting departments to cover increases in employees’ salaries — not going to the classroom except for teachers’ salaries. I am aware of this, having worked in an accounting department for several years. And, yet, student performance has remained flat for a number of years, especially in an East County district which has the most highly compensated superintendent in the county.
