Re “City must pay $16M over parking fines” (June 1): One has to wonder whether this was mere incompetence or an outright money grab, or perhaps a combination thereof.

Although there is no mention of an investigation into who is responsible, I hope the Union-Tribune follows up by investigating the “responsible” parties. After all, the City Council was alerted to this “error” more than once. Doesn’t a city attorney sit through council meetings? Where were they when these concerns were raised in council chambers?

There is certainly plenty of blame to go around within this administration.

Now the city is in the hole for an additional $16 million. That money could have been used to support our arts programs — with some left over.
