Thanks to his persistence and intrepid investigative reporting, the public was made aware of the truly reprehensible conditions in the San Diego County jails operated by the Sheriff’s Department — resulting in pressure on the bureaucratic “system” to require and enforce change. Jeff’s articles were written with specificity, clarity and heart, ensuring that the readers not only understood the issues but empathized with the victims and their loved ones. Many, many people will benefit from Jeff’s humanity.
