(FOX40.COM) — The Sacramento County Grand Jury released a report Thursday that found the Sacramento Community Police Review Commission ineffective in its goal to improve policing.

The civil review group, after an eight-month investigation, said the commission obscures the Sacramento Police Department’s activities rather than improving transparency. Members of the department told the grand jury that the commission has failed to function properly, according to the report.

“Rather than shine a light on policing, the commission has further shrouded it in darkness,” the report stated.

The commission was created in 2016 to allow the Sacramento community to “strengthen bias-free policing and community-police relations,” according to its website. There are 11 active seats on the commission, and meetings are held monthly.

Just 6% of the commission’s recommendations have led to police department changes or a vote by the Sacramento City Council. There is no requirement for the department or the council to implement changes recommended by the commission.

The city council is required to respond to the grand jury’s findings and recommendations within 90 days, according to the report.

The Commission’s next scheduled meeting is August 10 at 5:30 p.m. in the City Council Chambers.
