July 6 — Caller reported that his two mountain bikes were stolen off their black Toyota Rav4 at The Breakers sometime between midnight on July 4 and early morning on July 5. The suspect or suspects are unknown, and there is no surveillance at the hotel.
One of the bikes was a red/white Specialized Camber Comp and the other a mint green Specialized Towney. Value: $1,300 and $800. Unless the bicycles are located, this log and the photographs that were provided will serve as the case report.
Two officers responded to an assault with a knife in progress on Ocean Beach Boulevard. Tatiana M. Bynum was taken into custody for criminal attempt to commit a crime and first-degree attempted murder.
Two officers responded to a report of an assault on a subject, and Dustin W. Button was taken into custody for second-degree assault (domestic violence).
July 7 — Caller reported that a woman outside was screaming, “call 911″ and,”call an ambulance.” The caller didn’t believe there was an emergency, but reported a bright light in the parking lot. The female subject was in a dark spot of the road, and there might have been someone else with her. An officer responded to the area, and looked for a while, and was unable to locate anything.
Trespass: Caller said a subject was sleeping on their property and they would like them removed. An officer contacted a female subject who was getting up out of the stairwell and leaving upon his arrival.
Malicious mischief: The manager of Sandcastle RV Park reported that a female subject is causing problems in the park today. She is apparently going around to all the water spigots and turning them on, and just letting them run and waste water.
She also goes into the RV bathrooms and leaves all the faucets on. The manager advised that he has also watched her go into the bathrooms and take all the toilet paper and paper towels out.
An officer met with the female subject, who was sitting outside her trailer drinking a White Claw. He looked over behind her trailer, and there was currently a hose running in the grass, and there was a big puddle of water.
He told her to turn it off, and that she needed to stop turning all the water on, and leaving it running, or else she was going to get charged with theft of services, if they had to go that route, or malicious mischief, if the water starts to damage property.
She told him she doesn’t mean to turn the water on and leave it, she just forgets that it’s on. The officer told her there’s no reason for that. She stated that she would stay out of the bathrooms and stay on her little lot. The officer advised her that the manager was going through the eviction process, and she should start figuring out somewhere to go.
The officer noted that she appeared to be intoxicated at the time, and there was now a van in front of her trailer. He advised her to not be driving until her court stuff is figured out. He also told her to quit with her antics at the RV park because the police will not keep coming out every other day, and someone will start getting charged.
The officer also spoke with the manager and some of the other female tenants, and advised them about restraining orders if they feel scared of her.
Malicious mischief: While locking the restrooms, graffiti was observed on the wall inside a restroom.
Theft: Caller’s U-Haul rental was possibly taken by the caller’s brother-in-law. The U-Haul was last seen on July 7. While speaking with the caller, he informed an officer that a U-Haul representative told him that the truck was stuck on the beach.
The officerI contacted the 4×4 rescue group and Long Beach towing, and neither one had a call for a U-Haul tow. A subject with Long Beach Towing, as a U-Haul representative, also wanted to report it as stolen.
The officer had the Pacific County Sheriff’s Office Dispatch put in a BOLO (be on the lookout) of the truck. This log will serve as the report. A note at the end says the U-Haul was returned.
July 8 — Disturbance: There was a report of a male wearing a top hat and yelling. Two officers were unable to locate him.
Alcohol: Caller reported that a 20-year-old female friend was throwing up after drinking too much. An officer arrived and found a room with five subjects, all under the age of 21, and a copious amount of alcohol was out on a table in the open. The caller informed the officer that they had all been drinking, and that her friend takes prescription meds. Medix was able to transport the friend to Ocean Beach Hospital. Four minors were cited.
July 10 — Traffic citation: A nurse at Ocean Beach Hospital called to report a dark gray Ford Mustang doing burn-outs and cutting doughnuts in the health center and hospital parking lots. An officer arrived and checked the area, and found multiple sets of fresh burnt rubber tracks around the area.
He located the Mustang in the parking lot at Ilwaco High School. Upon contact, the driver was still inside the vehicle. The officer observed that the hood was still warm to the touch, along with the tires having burnt rubber around the edges, and there was a strong odor of fresh burnt rubber. The driver was cited.
Traffic complaint: The Ilwaco Fire Department called about a white car that was doing doughnuts in the parking lot with a person on the hood of the vehicle. An officer arrived, and after checking the area, did not see a vehicle actively doing this. But he did locate a vehicle matching the description that was parked in the back grassy area of the high school.
A young male subject walked out of the school and over to the vehicle. The officer asked if the car was his, and he said it was, and then said he did not mean to let his friend ride on the hood, and he stopped right away, and told him to get off.
The officer asked him to find whoever was in charge of his team, so they could be spoken to about this, and he walked back out with an athletic director of his team. The officer informed her of why the police were called, and that if there were any more issues of this going on, it would not just be a talk. They both stated that they understood, and it would not happen again.
July 12 — Disturbance: Several callers phoned in regarding a man walking around in the nude. The officer who took the call talked to another officer, who was already in the area, and asked if he would stop by, and he agreed.
The second officer, Deputy Acdal, located the naked subject behind some apartments. The deputy told the first officer that the subject went back inside to put some clothes on, but when he found the subject, he was only wearing socks.
The first officer contacted the subject, and the subject walked with both officers outside after he was dressed. The first officer asked him why he was walking around without clothes on, and he mentioned having some device in his body, and wanted it deprogrammed (or something to that effect).
The officer requested that the subject go to the hospital for a mental health evaluation, but he kept requesting a ticket for public indecency. He was told he wasn’t going to get a ticket, and that the officer wanted to get him medical help. The officer also told the subject that he was going to take the subject to the hospital to speak with a Designated Crisis Responder (DCR).
The officer then spoke with Mobile Crisis Services, and they were going to advise the DCR of the situation, so by the time they got to Ocean Beach Hospital, the DCR had already called there.
The Involuntary Treatment Act was applied, as the subject was gravely disabled due to his mental disorder, which caused him to walk outside naked since he thought the traffic light would cancel the program in his body. The officer transported him to the hospital without issue, and left once the staff felt comfortable.
An employee at Herb N Legend stated that a black Cadillac was playing music so loud that the bass was making items fall off the shelves. The vehicle headed North on Pacific Avenue. The officer who took the call was at the office when the call came out, but he did not hear any disturbing noise. He drove northbound and south on Pacific Avenue, and did not locate the vehicle.
