The Fairfield-Suisun Sewer District released more information this week on staff implementation of its Board of Directors’ vote last week to allow staff to contract technical consultants for its review of California Forever’s proposed new community.

“California Forever, LLP, formally submitted a planning application to Suisun City in early October 2025, which is now being reviewed by FSSD,” a press release from the organization read. The FSSD Board authorized up to $50,000 for assistance with technical engineering review, evaluation of proposed financial and organizational structure, and legal support through the environmental review and planning entitlement processes.”

Director Scott Tonnesen made the motion to approve the funding as recommended in the staff packet at the Oct. 28 meeting of the board. The motion passed 5-3.

“Under California law, all property annexed into Fairfield or Suisun City also becomes part of FSSD’s service area,” the release reads. “FSSD regularly engages with planners at both cities to ensure that any new development meets FSSD’s design standards and that the wastewater system is expanded in a way that does not financially impact existing customers.”

According to the release, California Forever contacted FSSD to discuss a reimbursement agreement following the Oct. 28 meeting. Any agreement discussed to that effect would ultimately be brought to the board for a vote.

“FSSD will provide review comments on the Suisun Expansion Project’s planning application to formally communicate that these obligations will need to be met by the project if that territory annexes into Suisun City,” the release reads.
