Re “San Diego has ticketed thousands of cars for parking too close to intersections” (Oct. 5): Citations at unmarked spots should not be cited or fined. Drivers are guided by painted markings and signs. If there is no sign or paint, then the spot is open. It certainly looks like a scheme when drivers are cited for not knowing a law exists where it is not communicated by a sign or painted mark. All of these fines should be refunded and citations expunged.
