The California High-Speed Rail Authority (Authority) is evaluating sites in Fresno and Kings counties for a major maintenance facility that could eventually employ 1,700 to 2,100 people, according to an Authority news release.

The proposed Central Valley Heavy Maintenance Facility would become the primary location for inspections, servicing, maintenance, overhaul and major component replacement for the state’s high-speed train fleet.

The two locations near Fresno and Hanford emerged from an initial group of 11 potential sites considered by the Authority. The agency said the sites were evaluated based on operational needs, land-use compatibility, construction feasibility, community impacts and environmental considerations.

Public input

The Authority is now seeking public input on the two remaining alternatives, with a public comment period running from Aug. 14 through Sept. 14.

Authority documents posted online provide additional context about the locations. Earlier environmental documents identify the Fresno heavy maintenance facility alternative near the southern edge of Fresno and adjacent to the BNSF Railway right-of-way. The Hanford alternative is southeast of Hanford.

The Authority also posted a Heavy Maintenance Facility Site Screening Summary and site-selection report as part of its June 1, 2026, Board of Directors meeting materials, when the Fresno and Hanford alternatives were presented for further evaluation.

Facility Details 

At full buildout of the Phase 1 high-speed rail system, the Authority anticipates approximately 1,700 to 2,100 long-term positions at the site and associated facilities, according to the news release.

The facility would handle work ranging from inspections and servicing to major overhauls and component replacements for the high-speed train fleet.

The Authority plans to use public feedback as it prepares a Draft Environmental Impact Report/Environmental Impact Statement. That document is expected in early 2027, followed by a final document expected to go before the Authority’s Board of Directors in mid- to late 2027.

Public meetings scheduled

The Authority plans three public meetings as part of the comment period.

Fresno: Tuesday, Aug. 25, from 5 to 6 p.m. at the California High-Speed Rail Authority Central Valley Regional Office, 1111 H St.

Hanford: Wednesday, Aug. 26, from 5 to 6 p.m. at the Hanford Civic Auditorium, 400 N. Douty St.

 

The public comment period closes Sept. 14, with the environmental review expected to continue into 2027.
