Virginia Brickner, left, commander of the U.S. Army Corps of Engineers San Francisco District, and Kristi McKenney, director of the Port of Oakland, sign the inaugural design agreement for the Oakland Harbor Turning Basins Widening Project during an Aug. 27 signing ceremony aboard the USS Potomac. The $642 million project will widen both the inner and outer harbor turning basins at the Oakland Seaport to better allow ships to turn around.
