SAN JOSE — A West San Jose property, cited as a site of blight and where multiple development projects have been proposed, faces foreclosure over a failed real estate loan.
Pacific Row Development, through an affiliate, owns the property at 335 South Winchester Blvd. and obtained the $6.7 million loan from Golden Bank in 2021, according to Santa Clara County real estate documents. Pacific Row’s principal executive is listed as Paul Yu, who has locations in Millbrae and San Mateo, state and county business records show.
The site could be auctioned off during the next several weeks, a process that would transfer ownership to the lender or an outside buyer, county records show.
In 2018, Pacific Row Development bought the property for $1.5 million. Khanh’s restaurant left the site in 2021 after it relocated to Campbell.
Plans for both new apartments and office spaces have been proposed, but nothing has been built, city planning files show. An initial proposal called for an office building. In 2024, the Pacific Row Development affiliate pivoted to a 75-unit apartment complex with ground-floor retail.
At the same time the 2024 proposal emerged, the property was put up for sale with an asking price of $25 million. The price was later cut to $20 million.
Blighted conditions followed the restaurant’s exit and have since received the attention of code enforcement.
At a city appeals hearing board meeting in March, a San Jose code enforcement officer presented a report regarding his inspection of the property. Inspector Manuel Duarte declared that blight still affected it as of March 12.
“Current conditions contained blighted conditions, overgrown vegetation, graffiti, and the presence of solid waste,” Duarte said, according to minutes of the meeting.
