Santa Clara County’s newest health clinic on the border of San Jose and Campbell is its largest, combining more than a dozen services under one roof.
The Valley Health Center campus at 1410 S. Bascom Ave. opens Sept. 28 and will provide adult medicine, urgent care, pediatric primary care, dental care, obstetrics and gynecology, behavioral health care and more. The facility features large windows that offer sweeping views of San Jose’s rolling hills.

Bookended by multiple apartment complexes and a stone’s throw from the VTA Bascom station, officials said the location makes services accessible for thousands of county residents — including 11,000 households within walking distance of the clinic.
“I love the accessibility of this, which is what we’re all about. It doesn’t matter how great your services are if people cannot get to the facility,” Supervisor Susan Ellenberg, whose District 4 includes the new clinic, told San José Spotlight. “There’s a tremendous range of services here. It allows us to spread more, so that patients are not having to wait months for appointments.”

Construction of the facility took four years, which transformed the former commercial complex into a 10-story hospital building. The county originally leased the space from HSRE-PMB San Jose, but decided to purchase the site from the LLC in January for $340 million, financed through a 30-year revenue bond. Officials said the purchase will save $112 million in the county’s already-strained budget over the next three decades.
The county expects to pay off the facility’s 30-year revenue bond with $20 million per year, compared to the $25.5 million officials would have paid per year under the previous 30-year lease-to-rent agreement.
“We have continued to make thoughtful investments in our public healthcare delivery infrastructure with an eye toward the long-term health and well-being of our system, which represents the long-term health and well-being of every resident in Santa Clara County,” County Executive James Williams said at a Tuesday news conference celebrating the clinic’s upcoming opening.
The county has the second largest public hospital system in the state, comprised of four hospitals and 14 other clinics. The clinics alone see 1.3 million patients a year, and every 11 minutes someone is transported to one of the county’s hospitals. It’s also the only option for low-income and uninsured patients.
County Chief Operating Officer Greta Hansen said the San Jose-Campbell clinic is part of the county’s larger vision to provide integrated and accessible care to all residents so they can get as many of their needs met in one location.
“We’re not simply opening a new clinic, we are building healthcare infrastructure for the future, meeting the needs of patients today while creating the capacity to serve future generations of county residents,” Hansen said at the news conference.
Earlier this month, the county nearly doubled emergency beds at Regional Medical Center, East San Jose’s only hospital. The county acquired Regional last year from a corporate owner that had downgraded trauma, heart attack and stroke care and shuttered its maternity ward, leaving residents with sparser options for care.
“This vision is bigger than one clinic. It’s part of a broader vision for a stronger, more connected Santa Clara Valley Healthcare,” Hansen said.
