On Sept. 24, a collision occurred at around 2 p.m. in the intersection of Tyree Toliver and Wilkins streets.
Garcia is suspected of driving and running a stop sign before colliding with another vehicle.
Garcia then allegedly fled on foot.
There were two children and one adult in the vehicle Garcia allegedly crashed into, according to investigators. One child was airlifted to Children’s Hospital in Madera in stable but critical condition.
The child remains in critical condition as of Tuesday afternoon, BPD said.
