FRESNO, Calif. — The CEO of a Fresno-based health care company was arrested at San Francisco International Airport while trying to board a flight to Nigeria. He faces charges for allegedly defrauding the Department of Veterans Affairs of more than $7 million, as announced by U.S. Attorney Eric Grant.

66-year-old Cashmir Chinedu Luke operated Four Corners Health LLC, which provided care in several California counties. Attorney Grant stated that from December 2019 to July 2024, Luke allegedly submitted thousands of false claims for services not rendered, including billing for care after veterans had died. The Department of Veterans Affairs reimbursed about $7 million for these false claims.

Attorney Grant added that Luke was the sole owner of Four Corners and allegedly deceived the VA’s benefits administrator to keep the scheme going. He reportedly spent the fraudulent reimbursements on personal expenses and transferred funds to bank accounts in Asia and Africa.

This case resulted from an investigation by the U.S. Veterans Affairs Office of Inspector General. Assistant U.S. Attorney Calvin Lee is handling the prosecution.
